Under the general direction of the Deputy Director and direct supervision of the Supervisor II, the Analyst III (Legislative and Fiscal Policy Analyst) serves as the technical legislative and budget advisor to the executive members of OYCR. This position performs independent, sophisticated, complex, and varied analytical tasks related to OYCRs legislative bill assignments and operational budget, including coordinating OYCRs response to legislative and budget drills, acts as OYCRs Subject Matter Expert (SME) in program engagement with California Health & Human Services Agency (CalHHS) Legislative Team, Governor’s Office, and State Legislature, CalHHS’ Budget Officer and other statewide partners. Attends legislative hearings and budget briefings, reviews and analyzes OYCRs policy and budget requests and collaborates with OYCR leadership and CalHHS.

The work location is very convenient! The OYCR is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer's markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.
This position is eligible for hybrid work in accordance with the Governor’s and at the sole discretion of CalHHS under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CalHHS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CalHHS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

complex fiscal analysis.

effectively under pressure while maintaining accuracy and high-quality
deliverables.
• Experience serving as a subject-matter expert and effectively collaborating
with high-level partners such as CalHHS, Department of Finance, the
Administration, California State Legislature, and youth legal system partners.
• Excellent written and oral communication skills, demonstrated through engagement
with internal and external stakeholders, and in producing executive-level reports and
briefings.
• High level of analytical judgment, including the ability to reconcile conflicting data,
validate complex information, and independently resolve analytical issues.
• Ability to build and maintain effective working relationships across internal divisions
and external partners, demonstrating tact, professionalism, and sound judgment
• Demonstrated leadership experience advancing youth justice reform, diversion,
reentry, or systems transformation initiatives at the local, regional, or statewide level.
• Excellent attendance, punctuality and dependability.
• Excellent computer skills using Microsoft Suite, especially Excel, Word, Outlook,
TEAMS, and SharePoint.
• Excellent organization skills.
• Ability to take initiative and work both independently and as a team member.
